A UK soccer fan is facing a £2,500 fine for flying his clubs flag in his back garden without planning permission.

Matt Houchen, 32, was stunned to be told to take down his Norwich City emblem after a member of the public complained. West Norfolk Council staff warned him last week that flying the $15 flag was unauthorised advertising.
