I could not figure out if this was a photo or illustration art work for the ad. I guess the credit line for this ad solves this. It’s photography, with plenty of retouching I suspect. It’s a nice looking ad.
I am quite curtain this requires a bit of local knowledge to understand. In fact this is referring to a news item were Sanlu, China’s biggest milk powder manufacturer, sold contaminated milk after farmers laced their produce with industrial chemicals to increase its protein content

I’m not sure where you got your translation from, but 毒心 can also mean poison center (which I would guess to be the correct translation here). It can also mean vicious heart, but in this context, it wouldn’t make much sense.
The text underneath the main heading says:
食品安全, 企业有责
which translates to:
Food Safety, Business Have Responsibilities

Let’s see lead paint in toys, tainted eggs and now tainted baby formula. The ad is a perfect portrayal of the situation. Products from China aren’t very popular in the US especially.

After reading the information about the ad, I love it. I think it makes a very clear statement that everyone should steer clear of products from China.
